Barriers for Decarbonisation Investments in Maritime SMEs

Abstract

Maritime decarbonisation has become a critical priority in achieving global net zero targets, yet small and medium-sized enterprises (SMEs) face disproportionate challenges in adopting low-carbon technologies. This study presents a structured literature review that identifies and synthesises the key barriers influencing decarbonisation investment decisions in maritime SMEs. Drawing on existing research across maritime transport, energy efficiency, and sustainability transitions, the study categorises barriers into thematic dimensions, including financial, technological, organisational, and regulatory factors. The review highlights that these barriers are often interrelated and create compounded risks that hinder investment decision-making under uncertainty. Furthermore, the findings reveal a lack of integrated frameworks in the literature to systematically prioritise these barriers. By consolidating and structuring existing knowledge, this study provides a foundation for future empirical and methodological research, particularly in applying decision-support tools to enhance decarbonisation strategies within the maritime SME sector.
